"The European Union has always considered humanitarian policy and the protection of fundamental human rights to be its priorities. Its vocation, which today allows it to play a leading role on the world stage and export beyond its borders the principles of democracy, respect for human rights and legality, enables us to understand the reasons behind the proposal for a joint resolution aimed at calling on Belarus to respect all the efforts that have been made on matters of international law and human rights. The events that occurred during the elections on 19 December are, sadly, well known. They were characterised by the brutal repression of popular demonstrations complaining about a number of obvious cases of vote rigging, carried out by the police and secret service agents. Such unacceptable events have led the European Parliament, acting on statements made previously by its President, Mr Buzek, to call on the Union to impose heavy sanctions on Belarus and to launch an enquiry by external, impartial authorities to reconstruct what happened and ascertain who was responsible."@en1
