"Mr President, there is no doubt that European competitiveness is under considerable pressure. We have to question whether there really is a will among the Member States to do something about this. One thing is clear, however, and that is that we have created a currency, a common currency, that is proving disastrous for the economy in the whole of southern Europe. One reason for this is that the majority of those countries cannot keep up and have completely failed to implement the reforms that are necessary if we are to cope with future competition with China, India, South America and others. However, even in those areas that we would like to regard as areas of low-hanging fruit, as easy areas, it is impossible to reach agreement. One example is a clear initiative like the common European patent. It is appalling that, in this area, which is simply a matter of technicalities, we have not once been able to reach agreement. This is an example of how ineffective the EU is. In an area that could so easily be so beneficial, we have allowed language differences to get in the way of us reaching agreement. In reality, this probably speaks volumes about the false foundation on which the whole of this cooperation is based."@en1
