"Madam President, I would like to begin by congratulating the rapporteur, Mr Ungureanu, for the particularly fine job he has done on this report, which is extremely important both from a geopolitical and economic perspective. The region offers considerable potential for energy production and provision and must have greater attention focused on it, particularly with a view to ensuring the Union’s energy security.
Given that, up until now, the actions taken by the EU have not been clarified sufficiently and the Black Sea Synergy has not achieved its expected potential, I sincerely hope that the European External Action Service will have available the human and material resources required to complete the implementation of the three partnerships: environment, transport and energy. I think that the European Union should not ignore this region. On the contrary, it must make its presence felt through consistent, long-term actions which will allow development opportunities to be utilised."@en1
