"Mr President, first of all, I would like to express my deep appreciation for the sterling work done by rapporteur Gahler. The Arctic is of strategic importance, especially now that the warming of the Arctic region seems to have opened up opportunities for transport and resource extraction there. It is also an area where the environment is very fragile, especially as a result of pollution from Europe, North America, Russia and China. The fact that national claims to the Arctic are not always clear is a complicating factor. Although the EU will not have access to the Arctic coastline before the accession of Iceland, the EU does have Member States in the Arctic region. I therefore support an EU strategy for the Arctic regions which will position the EU squarely alongside the other major powers, in particular Russia, which is clearly bent on exploiting this region economically. If the economic activities intensify over the coming years, then it will be important that we ensure a proper balance between the environment and economics and, in doing so, that we involve the local population. Securing an observer status for the EU in the Arctic Council would be a good step in the right direction."@en1
