"Mr President, I thank the Members of Parliament for their remarks. I will send the rapporteur, Ms Gomes, more details of national indicative plans for the years 2011-2013, showing EUR 60 million being provided for our programmes in Libya. I am fully aware that certain topics are problematic in relations with Libya. Nonetheless, the European Union has taken the option of building relations with Libya in order to be able to address all issues in an open and constructive manner, including very sensitive ones like human rights, the respect for fundamental freedoms and the rights of migrants. Last year, I visited the detention centre in the Libyan Desert with Cecilia Malmström. I have absolutely no illusions about the challenges we face. I also had the opportunity to understand what the alternatives are to our engagement in the field of migration. Let me add a third, personal remark: we are not rewarding anyone with these negotiations; we are taking care of our interests in accordance with the values we believe in. Libya has shown its strong will to deepen relations with the European Union. We consider that this is positive and that the European Union should continue to pursue the policy of engagement. I am, of course, committed to ensuring that this will be done with full transparency, taking the views of the European Parliament into account."@en1
