It would be a serious mistake at this moment in history if we did not recognise the urgent and decisive need to strengthen relations with Libya, which lies at the heart of the Mediterranean and plays a vital role in containing and regulating the flows of migrants. Despite all its contradictions – I was in Libya with Mrs Gomes – there is no doubt that a framework agreement could certainly make a contribution to the fight against terrorism, to fundamental freedoms and to the energy issue. To ignore Libya and the Maghreb would truly be a very serious mistake. A reference model is the Friendship Treaty with Italy, which could be implemented to ensure that this framework agreement is really solid."@en1
