"We voted against the directive on the application of patients’ rights in cross-border healthcare, even though there have been some amendments to the initial text. This final text is the result of a compromise with the majority of the Council, allowing 30 months for its transposition by the Member States. Our vote against is due to the application of the principle of free movement to health services, without taking account of their specificities, including the need for a public national health service whose primary purpose in each country is to respond to the needs of its citizens. We should bear in mind that this proposal by the Commission has come about following Parliament’s refusal in 2007 to allow the inclusion of health services in the directive on services in the internal market, because of the crucial struggle of the workers and the public, which defeated that part of the infamous draft Bolkestein Directive. However, Parliament’s final decision, against which we have always fought, includes a number of concessions enabling any Member State that so wishes to use certain mechanisms to protect their public services. Therefore, although it may make it more difficult to access health services, particularly for people who are not in a position to make use of private healthcare or who cannot afford to travel abroad, the practical consequences of its implementation will still depend on the decision of the Portuguese Parliament and Government."@en1
