"Madam President, European society is becoming ever more mobile. We study, work, relax and travel outside the borders of our own country. Citizens living in the European Union should have the right to benefit from free emergency medical care wherever they are in Europe. It goes without saying that we should put in place instruments which prevent what is known as health tourism while, at the same time, making it easier for the patients who need it most to benefit from new opportunities. I am thinking primarily of treatment for unusual and rare diseases carried out in specialist centres, often outside the borders of the country in which the patient lives. We cannot, however, allow interference in the shape of the Member States’ health policies. This is a domestic competence, and the Member States are free to take their own decisions in this respect. This directive takes certain steps in this direction. Naturally, I voted in favour."@en1
