"This is an own-initiative report by the Committee on Agriculture and Rural Development which includes ideas and suggestions from all the political groups. Thus, with a view to reaching workable compromises, we have achieved a very comprehensive text, linked by a common denominator with which I generally agree. Besides believing that food security is a basic human right, I also regard agriculture as a strategic sector which is absolutely essential to the future of our continent. In other words, I see it as an inalienable part of our sovereignty as a union of peoples and countries. In saying this, I wish to assert that the right to food security, besides being a basic human right, should be guaranteed by our internal production. A common agricultural policy (CAP) is thus essential in order to ensure this objective. I would therefore like to say again that the fundamental objective of the CAP should be to maintain the competitiveness of European agriculture and support for farming in the EU, so as to ensure food production, principally at local level, and balanced territorial development. I also believe fair returns should be ensured in the agricultural sector, as it is only possible to stimulate productive systems that are sustainable and ethical if farmers are duly compensated for the investments and commitments that they make."@en1
