"The Humanitarian Consensus is a key instrument which especially shows its worth in the current humanitarian context of profound change. We have witnessed the significant increase in the number and severity of natural disasters caused mainly by the impact of climate change, the increasing incidence of complex crises, especially internal conflicts, as well as the changing nature of conflicts, many of which entail the displacement of huge numbers of people. Violations of international humanitarian law are increasingly common. One particularly shocking aspect of such violations is the increasing use of sexual violence as a weapon of war. I support the rapporteur’s position and I think that strong measures are required to increase protection against acts of sexual violence in humanitarian circumstances. I concur with the position of the report’s author, indicating that the recent humanitarian disasters in Haiti and Pakistan have demonstrated once again the need to improve the EU’s disaster-response capability in terms of effectiveness, speed of response, coordination and visibility. I also support the creation of a European rapid response capability (European civil protection force)."@en1
