The European Consensus on humanitarian aid is the first common document on humanitarian aid policy to have been produced since the adoption of the 1996 regulation. It is a fundamentally important tool, particularly against the background of profound change in humanitarian affairs, such as the abundance of natural disasters and armed conflicts, resulting in the displacement of huge numbers of people, etc. I hope that the European Consensus on humanitarian aid will be an important step towards achieving the most effective EU actions in the field of humanitarian aid and will contribute to the promotion of humanitarian principles and international humanitarian law, coordination and consistency in the delivery of EU humanitarian aid, clarification on the use of military and civil protection resources and capabilities, disaster risk reduction and reinforcement of the link between emergency aid, rehabilitation and development."@en1
