lpv:translated text	"Mr President, Commissioner, Mrs Angelilli, ladies and gentlemen, with the entry into force of the Treaty of Lisbon, the protection and care of children has become one of the fundamental rights that Europe is legally bound to protect. Even so, there are still too many cases in Europe of children being abandoned who, in the best scenario, end up in orphanages. This is a tragic situation which our democracies cannot tolerate. This is why we need to make all the efforts required to prevent this situation from becoming unmanageable, adopting a strategy to raise the level of awareness and favouring the right to adopt children at international level as much as possible. To make this happen, we first of all need an accurate picture of the situation in all the Member States, with constant monitoring which could also be carried out by creating a permanent observatory on children’s rights. In addition, we need a comprehensive overview of the existing measures taken by the European Union and those that could be developed to protect children in need of adoption by European citizens as much as possible."@en1
