"Mr President, ladies and gentlemen, for a number of years, many families in Italy and just as many Romanian children have been suffering the consequences of Romania’s block on international adoptions. The Hague Convention is the benchmark framework to be implemented uniformly in all countries of the European Union, and Romania needs to make an effort to adjust to it. If Romania believes that the block on international adoptions works to protect children – for example, from the risk that a market for the illegal trafficking of children would be created – it must also deal with this problem with the help of the European Union, by toughening up controls and introducing strict regulations. However, we need to make an effort to ensure that many respectable families can adopt children, who deserve a second chance for a happy childhood. I would therefore ask the Commission how it intends to support a possible commitment from Romania to remove the moratorium on international adoptions and, furthermore, I should like to know the Commission’s position on the possibility of creating a European adoption agency, including in the light of the studies carried out."@en1
