lpv:translated text	"In 2007, several European Union Member States came together to create a European Heritage Label. That initiative was intended to ‘strengthen the support of Europeans for a common European identity and to promote a sense of belonging in a common cultural space’ by selecting a certain number of special sites across the continent. In 2008, the Council of the European Union presented the Commission with its conclusions, inviting the Commission to submit a legislative proposal that would enable us, as was the case with the European Capitals of Culture initiative, to turn this intergovernmental initiative into a real European Union label. Following the Council’s suggestions, the Commission then instigated an impact assessment and public consultation. After that consultation, the Commission issued a proposal for a decision of the European Parliament and of the Council establishing a European Union action for the European Heritage Label.
