"Mr President, I am very happy to respond to Mr Martin because we know that the bureaucracy issue is sometimes what distinguishes and separates European citizens from their institutions. Seen from this point of view, I think the path set out by this report is quite clear. We shall also talk about it with the Council.
Once the Member States have decided which sites the European label could be given to and once we have a panel of true experts coming together, who are given the chance to select the sites within a necessary but not excessive amount of time – and we still need to work out who will have the last word on this, but it is an issue that we shall have to discuss both with the Council and Commission – I do not see excessive bureaucratic issues from this point of view. There are bureaucratic issues for many other measures but not on this one regarding the label, which I think can easily be followed in a secure timeframe and with clear results for all European citizens."@en1
