"Parliament, after having acquitted itself well in the negotiations with the Council on the 2011 budget, on the conditions for the drawing up of the next multiannual financial framework and the question of the Union’s own resources, has lost the battle. By adopting the 2011 budget, during the December part-session, we showed the Council was right. Our concerns were not about figures but rather about political demands. We have not forgotten our seven demands adopted during the previous part-session. The positive thing is that the Commission will also present a proposal in the spring of 2011 on the question of own resources. Parliament will be included in these discussions as it will in those needed for producing financial perspectives. But the terms remain to be defined, and therefore the fight for codecision to be respected in this area has only just begun."@en1
