The entry into force of the Treaty of Lisbon created a new situation within the EU in the area of human rights by making the Charter of Fundamental Rights legally binding and by giving the European Union the status of a legal entity, which enables it to sign up to international treaties.
The effective protection and promotion of human rights and fundamental freedoms are the basis of democracy and the rule of law within the European Union, and an essential condition for the consolidation of the European area of Freedom, Security and Justice, which requires action at several levels (international, European, national, regional and local). Within this context it is worth mentioning the important role that regional and local authorities can fulfil in the concrete application and promotion of these rights.
I am also pleased with the invitation to the Commission to designate 2013 the ‘European Year for Citizenship’, in order to bolster the debate on European citizenship and inform European citizens about their new rights following the entry into force of the Treaty of Lisbon."@en1
