Madam President, Baroness Ashton, ladies and gentlemen, as Vice-Chair of the Committee on Development, I am engaged with the problems of many countries, especially in Africa, where human rights are routinely violated and trampled underfoot, if not altogether forgotten at times. I returned just last Sunday from an official mission to the Democratic Republic of Congo where, in addition to my usual institutional meetings, I wanted to meet representatives of non-governmental organisations operating in the country and visit some of the centres where they work. I must say they really do some great work. I met victims in a country where rape is seen as an instrument of war, where armed groups continue to practice mass rapes and other systematic crimes against civil society, especially against women, old people and children. I wanted to mention the example of the Democratic Republic of Congo because this was a very recent experience for me. In general, however, I would like to call for the need for strong and ongoing condemnation of brutal violations of women’s rights. The international community must significantly increase funding for campaigns to protect women from rape and other forms of violence, such as genital mutilation, which is also a serious violation of human rights and the physical integrity of women."@en1
