An American law has already placed curbs on the illegal exploitation of ‘conflict minerals’. The joint resolution on the future EU-Africa strategy calls on the EU to do the same. Minerals which are imported into the EU must be traceable. Today, illegal exploitation is far too often the cause of civil wars and conflicts in the region, while this wealth could actually be an engine for sustainable economic development.
Action in the areas of capacity building, good governance, infrastructure development and investment are crucial. A policy which is characterised by participation, which is socially and environmentally responsible and which benefits the people is indispensable. Agriculture, too, is an engine for development. This is why we need to strengthen the agriculture and fisheries sectors in a sustainable way, especially as regards small farmers and fishermen.
The debate around agricultural land and land ownership should be conducted thoroughly. The Cancún Agreement is essential for tackling poverty in Africa, given the enormous potential of natural resources – sunshine, wind, rivers and tides – which African countries often possess in abundance. The text of the resolution does not avoid the controversial issues and I have, therefore, accepted it."@en1
