"The decentralisation of Member States’ powers is based on sharing responsibilities between the different levels of government. For this reason, the capacity of regional and local authorities to implement EU policy has been strengthened. I agree with the adoption of this resolution, since it focuses on the specific nature of local and regional challenges, calling attention to the need to consider integrated approaches which emphasise the regions’ specific characteristics, such as their geographical and natural disadvantages, depopulation and the specific characteristics of the outermost regions, but which also recognises the different administrative processes existing in the various Member States. These approaches must also allow the coordination of the interests of the various actors involved in order to facilitate governance at several levels. The resolution also points to the fact that application procedures are too complicated and have an excessive number of checks which discourages potential beneficiaries of cohesion policy, as well as to the requirement to consult the general public in order to legitimise the decision-making process. I also agree that a stronger role for the regional and local level must correspond to a strengthened supervisory role for the Commission, and to increased coordination between cohesion and structural policies."@en1
