"Madam President, if the European Union is to become a genuine area of freedom, security and justice, we must eliminate the differences still persisting in this area between Member States.
Victims of violence must be protected against the perpetrators not only in their own countries, but must have protective measures made available to them throughout the EU. Although this is a broad proposal, it directly concerns women who are victims of domestic violence. It is good that this also provides an opportunity to deal with the situation of other potential victims, whether victims of human trafficking, forced marriages, honour killings or incest, or the situation of witnesses or of victims of terrorism and organised crime. I personally very much applaud the effort to provide the best possible protection to victims also by ensuring the necessary legal certainty, among other things. Victims should be able to rely on clear rules and should always be informed about the measures that are available to them in their country of origin and in the countries they want to move to, or to which they have already moved."@en1
