"I congratulate Mr Luhan on his work on the report. In connection with the report, I would like to draw attention to two points. As regards the connection between the implementation of the EU 2020 strategy and improved competitiveness, it is important to point out that cohesion and increased competitiveness are processes that presuppose and even strengthen each other. We cannot focus on supporting the most highly developed regions with a view to maximising the competitiveness of the EU, as this would present the risk of underdeveloped regions falling behind even further, which, in turn, would lead to significant social tensions and the instability of the entire European Union. Moreover, it is important to establish that although the cohesion policy contributes significantly to the realisation of the EU 2020 strategy, it alone cannot be responsible for the achievement of the objectives of the strategy. We must therefore establish consistency between the realisation of the objectives of the EU 2020 strategy and those of the cohesion policy, and the other policy areas must also contribute to an appropriate degree to the achievement of the objectives of the strategy. As my second observation, I would like to stress that I fully agree with the rapporteur in that GDP should remain the measure of determining Member State eligibility, as GDP has been the most reliable indicator of the level of development known to date. At Member State level, national authorities may use other indicators when distributing the resources, but at EU level, GDP must be retained as the benchmark of eligibility for aid."@en1
