This unique system allows public service broadcasters and commercial operators to function in a balanced and mutually complementary relationship. The digital revolution has created new challenges within this dual system. The emergence of new communication channels and alternative networks is threatening the old order. In order to maintain the complementary nature of the old system and make way for new modes of communication, we need to reform European broadcasting.
