"Following the stalemate of the Copenhagen climate change conference, it is important that the European Union continues along the route it has taken up to this point in terms of making a serious commitment to sustainable development and trying to reduce carbon emissions without jeopardising European industry. However, any European commitment to reduce emissions cannot lose sight of economic efficiency or jeopardise the economic sustainability of the Member States, which are currently undergoing an unprecedented economic crisis. We cannot allow increased technology transfer to developing countries to be a way of addressing carbon leakage, and we cannot let policies designed to reduce CO
