The report focuses on the efficacy of the EU Pilot project to foster cooperation between the Commission and the Member States with a view to guaranteeing the proper application of the treaties. The report highlights the need to adopt a procedural code in the form of a regulation designed to improve transparency and the defence of citizens’ rights, which sets out the basic points of infringement proceedings, such as notification, deadlines, the right to a hearing and need for statements of reasons. As the guardian of the treaties, the Commission will be required henceforth to provide all information which illustrates any added value offered by the EU Pilot project in the procedure to handle infringement proceedings."@en1
