However, we know that Member States frequently fail to promptly implement or transpose standards from EU law, or they implement or transpose them in a defective or incomplete way. As the Committee on Internal Market and Consumer Protection stresses, ‘poor and late transposition and inadequate implementation and enforcement of rules result in legal uncertainty and prevent citizens and businesses from enjoying the benefits of the internal market to the full’.
