"Given that the European Union is a legal entity based on treaties and legislative acts, it is vital that these are properly implemented in a uniform way across the 27 Member States. However, we know that Member States frequently fail to promptly implement or transpose standards from EU law, or they implement or transpose them in a defective or incomplete way. As the Committee on Internal Market and Consumer Protection stresses, ‘poor and late transposition and inadequate implementation and enforcement of rules result in legal uncertainty and prevent citizens and businesses from enjoying the benefits of the internal market to the full’. It is therefore vital that the Member States do not underestimate the value of implementing EU law properly and promptly, and that the Commission keeps Parliament duly informed of the state of the application of EU law."@en1
