"If Parliament and the Council fail to reach agreement on the 2011 budget by the end of this year, it may have major consequences for the financing of Union programmes, cause serious delays in setting up the supervisory bodies, and render emergency instruments such as the European Globalisation Adjustment Fund and the Solidarity Fund inoperable.
Parliament needs to act firmly in future negotiations, however. What it has asked of the Council is, in fact, merely respect for the powers granted by the Treaty of Lisbon. Parliament has done nothing except defend the EU budget from ill-considered cuts, which would have hit employment and seen the people of Europe pay the penalty for the intransigence of a few Member States. I look forward to seeing a great sense of responsibility at the forthcoming negotiations, so as to avoid adding an institutional crisis on top of the current economic crisis."@en1
