This is therefore a crucial issue and, at the same time, one which is sensitive to errors. Balance must be ensured by appropriate regulations standardising procedures and promoting agreement between interested parties. Intellectual property rights cannot be disregarded, and failure to observe them must entail serious consequences. I also support the author’s demands regarding an improvement in the quality of legislative texts created.
