"The application of European law is vital so that EU citizens can fully enjoy the benefits of the internal market as even the most effective legislation becomes redundant if it is not applied. With regard to internal market legislation, there is a great deal of progress which can be made, especially in relation to the Services Directive or the directive on the recognition of professional qualifications. This legislation is admittedly technical, which complicates the application process. For this reason, cooperation is vital between EU institutions and national administrations. The internal market information system used for services has proved to be particularly useful. I believe that we would stand to gain by extending its use to other sectors. However, I urge the need for Member States to take transposition seriously and avoid delays as far as possible, which results in the internal market operating with its parameters at suboptimal level. Finally, I urge the need for citizens to be able to resolve their problems relating to the application of European law quickly and at minimum cost. To achieve this, the SOLVIT resources need to be supplemented, along with active promotion of this instrument for solving problems informally. Last but not least, priority must be given to devising alternative methods for settling disputes."@en1
