"Madam President, the Ombudsman’s activity report clearly shows that the lack of transparency in European Union institutions is one of the biggest problems. Most of the complaints concern the Commission, which is regularly late with its response and thus shakes confidence in EU institutions. We need to increase transparency by optimising the work of the institutions and by means of more extensive communication, while at the same time ensuring that these measures do not increase expenses. The EU has already spent an enormous amount on propaganda and self-advertisement. Moreover, the number of complaints will doubtless continue to grow with the entry into force of the Treaty of Lisbon and the incomplete or delayed implementation of European legislation by Member States. In order to prevent this, expanded and harmonised judicial training must be provided for national judges, practising jurists, public and administrative officials. In addition, we need to inform citizens that infringements of EU law can be challenged before the national courts concerned as well. In the first half of 2011, Hungary will hold the rotating Presidency of the European Union, and thus we, Hungarian MEPs, will be charged with a major task, namely, the transposition of legal harmonisation."@en1
