"Mr President, during the October part-session, Commissioner Füle stressed that relations with Ukraine should be looked at from the point of view of three events, namely EU-Ukraine meetings at ministerial level, the local elections and the EU-Ukraine Summit.
I am particularly disturbed by the local elections, which I had the opportunity to observe together with my fellow Member Mr Kowal. Unfortunately, the introduction of changes to electoral law three months before the elections and the repeal of the Constitution of 2004 may suggest that Ukrainian citizens do not have a sense of the certainty and permanence of the law. In addition, the infringements which occurred during the elections themselves may be a cause of doubt as to whether democratic standards were upheld. The fight against corruption and increasing transparency in the work of the public administration should also be an important element of reform. I would like, however, to express the hope that the resolution will be an encouragement to Ukraine to continue the path, which has now begun, of economic and institutional reforms."@en1
