"Madam President, Commissioner, ladies and gentlemen, I should like to begin by pointing out that I did not believe it right to give our opinion so early on with a vote on the events that took place in Laâyoune on 8 November, when we do not have all the facts at our disposal to give us the necessary hindsight and objectivity.
Nevertheless, given these conditions, I am relieved to see that we have reached a relatively balanced and measured joint resolution which takes into account the concept of human rights and which does not unduly condemn either party, even though some points are questionable. In any case, the most important thing I think is not to inflame the situation further so that investigations and negotiations can be conducted in an atmosphere of calm, and so I think it wise not to be drawn into challenging the privileged status of a neighbouring partner country on the basis of partial and often contradictory reports."@en1
