"I voted in favour of the report by my German colleague, Mr Böge, on the proposal for a decision on mobilisation of the European Union Solidarity Fund to the tune of EUR 13 million in order to help Ireland, which was hit by serious floods in November 2009. The amount of aid seems derisory to me (2.5% of an estimated EUR 500 million of total damage), and it has come far too late. I suggest that we ask ourselves whether, rather than granting derisory sums, we ought not to use part of them to finance a European civil protection force to come to the aid of States that are stricken by disasters that they are not equipped to deal with (fires, floods, natural disasters, cross-border disasters, and so on), or to carry out international cooperation efforts in the event of serious disasters such as that which occurred in Haiti, for example."@en1
