lpv:translated text	"I am in favour of the proposal, but I believe that a whole range of factors need to be taken in account. Firstly, I believe that an impact assessment should have been carried out on a regular basis and that the period of extension of the monopoly should not have surpassed 2013, the date of the entry into force of the new common agricultural policy (CAP). However, given the importance for the small-scale distilleries of their participation in the monopoly and the need for further transition towards the market, and given the fact that reports presented do not demonstrate an infringement of competition in the single market, I support the extension. I hope, however, that such details will be taken into account as part of the reform of the new CAP and that a balanced solution will be found to open up the market while, at the same time, protecting traditional local activities."@en1
