"Mr President, the European Parliament is delaying the adoption of the 2011 budget. Its demand that it have a say in the funding of the European Union in the long term includes an EU tax, although it has not called it that in so many words. In so doing, the European Parliament is leaving itself open to the suspicion that it does not want to play a constructive role in the annual budgetary procedure, in accordance with Article 234 of the treaty. That does not bode very well for the financial perspective for the 2014-2020 period with which Parliament so badly wants to be involved. With the 2.91% budget increase, the European Parliament has already achieved more than is good for Europe and its citizens and companies and the budgets of Member States. It is we who are responsible for making reasonable plans for the 2011 budget. That could put an end to these budget constraints which could still prove to be instructive."@en1
