"The areas of civil law, commercial law, family law and private international law constitute some of the most sensitive areas of the law applicable in each of the EU Member States. I therefore think that any changes to them must be made with particular care, with the utmost consideration given to the principle of subsidiarity. European legislators must always have respect for the various legal systems, for the consensus created around them in each of the respective political communities, and for their legitimate options; they cannot and must not ignore the fact that they are dealing with peoples and nations with stable, established and deep-rooted legal systems. I therefore recommend making changes suitable and proportional to people’s actual needs, and stringent checks on the proposed plans and initiatives. While I carefully monitor the adoption of measures in this regard, I am aware that there are legal relationships that, because of their nature, are more likely to call on the laws of more than one country. I acknowledge that much of what is advocated is positive and aims at the exchange of best practices and the realisation of a true area of freedom, security and justice."@en1
