"I voted in favour of Mrs Joly’s excellent report on the work of the ACP-EU Joint Parliamentary Assembly, which is – I repeat – a unique institution in the world by virtue of its composition and its willingness to work together to promote North-South interdependence, not only by legislative means, but also through democratic dialogue and cooperation. I should like to take advantage of this report to make the case for a tax on international financial transactions in order to help certain donors to honour their commitments in terms of official development aid and to help developing countries to make the changes necessary to cope with climate change. I would emphasise that the Monterrey Consensus in 2002, the follow-up to the Doha conference in 2008 and the High-level Plenary Meeting on the Millennium Development Goals held in New York in September 2010 issued a favourable opinion on innovative and alternative sources of financing for development and stressed the need for a balanced approach between the economic, social and environmental aspects of development."@en1
