"While we would clearly support the principle of enhanced civilian-military cooperation in certain activities, this report has an entirely different thrust. It is essentially about taking forward the EU’s ambitions in the defence field in order to promote EU integration. We do not support these objectives. In particular: the idea of an EU Defence White Paper that would ‘explicitly identify opportunities for the pooling of defence resources at EU level’; the demand for increases in staff to man duplicative EU military structures; the establishment of a permanent EU ‘operational HQ, responsible for the operational planning and conduct of EU military operations’; and the idea of a vanguard group of nations to take forward defence integration using the Treaty of Lisbon’s mechanism of ‘Permanent Structured Cooperation’. There are many more examples. For all these reasons, we voted against the resolution."@en1
