"We have supported this resolution based on the fact that the Commission proposes to mobilise the European Solidarity Fund in favour of Ireland on the basis of point 26 of the interinstitutional agreement (IIA) of 17 May 2006. The IIA allows the mobilisation of the Solidarity Fund within the annual ceiling of EUR 1 billion. This proposal is the first proposal to mobilise the Solidarity Fund in 2010.
In parallel to this proposal, the Commission has presented a draft amending budget (DAB No 8/2010 of 24 September 2010) in order to enter in the 2010 budget the corresponding commitment and payment appropriations as foreseen in point 26 of the IIA. Ireland applied for assistance from the fund following heavy rain leading to severe flooding in November 2009. The flooding caused severe damage to the agricultural sector, residential properties and businesses, to the road network and to other infrastructure."@en1
