"Several groups agreed on this text that basically recalls Parliament’s determination to fight terrorism and organised and transnational crime, and, at the same time, its firm belief in the need to protect civil liberties and fundamental rights, including the rights to privacy, informational self-determination and data protection. Parliament reaffirms that necessity and proportionality, as set out in Article 8 of the European Convention on Human Rights and Articles 7 and 8 of the Charter of Fundamental Rights of the European Union, are key principles in ensuring effectiveness in the fight against terrorism. It welcomes the Commission communication on the global approach to transfers of PNR data to third countries and welcomes the recommendation from the Commission to the Council to authorise the opening of negotiations for agreements between the EU and Australia, Canada and the USA for the transfer and use of PNR data to prevent and combat terrorism and other serious transnational crime. It also welcomes the decision of the Council to start all negotiations simultaneously, while acknowledging that the length of the negotiations may vary."@en1
