"I congratulate the rapporteur for her outstanding work and the encouraging result achieved. I voted in favour of this measure because I believe that setting up an ad hoc fund to reduce energy dependency and use renewable and local energy (even if it amounts to only EUR 146 million) represents an important indication for my Parliamentary group on the method to be followed in terms of a shrewder application of the European Union budget. I am, in fact, convinced that this financial instrument takes on even greater significance in the light of the financial crisis because it can help businesses recover more effectively and can, in the future, constitute a pilot project for the creation of a more generous energy fund. I also believe that the measure is useful in allowing the implementation of projects that will be able to contribute to economic recovery and achieve the energy targets established for combating climate change. Prioritising energy efficiency and the use of renewable energies represents an essential step forward. Lastly, I hope that the programmes will be fairly distributed in geographical terms and that the entire legal structure (and the composition of the award panel) will be defined more effectively."@en1
