"The European Commission communication ‘Towards a Single Market Act’, drafted on the basis of Professor Monti’s report, is an extremely important document which sets out the measures to be taken by the EU in the field of the internal market for the next dozen or so years. Among the initiatives presented by the Commission, I wish to draw particular attention to those related to the creation of a ‘digital’ internal market, since I believe that this is the future of the European economy. Without wishing to belittle the Commission’s good intentions, I have the impression that it has concentrated more on the ‘protection’ of creativity than on removing barriers to the development of commercial services on the Internet. An example of this is the number of planned legal projects. The communication contains no fewer than 50 initiatives involving the internal market in its broadest sense, yet I failed to find any mention of a subject upon which I have been working for several years, and which is related to the creation of uniform conditions for access to media services in the common market. I am talking about the EU-wide promotion of subtitles for television programmes, which make it significantly easier for deaf people to access the media, as well as making it easier for people to learn foreign languages. I hope that the European Commission will turn its attention to this subject in the near future."@en1
