"I believe that the main problem in the North Caucasus is disregard for the most important thing of all, namely respect for individual human rights Such human rights violations destabilise the situation in the region, prolong and deepen conflict, decrease the chances for its resolution, and help generate the basis for reactionary terrorist groups. Ramzan Kadyrov, who has assumed power in Chechnya, does not contribute to stability. He has become the absolute ruler of this republic, defying the law or misinterpreting it so that he may act in contradiction of fundamental human rights. Moreover, abuses directed against certain individuals may neither be publicised nor discussed. Oleg Orlov, a member of the Memorial group, is a sorry example of the persecution of those who defend human rights. The situation seems to be tragically without a solution, and that is why it is the moral obligation of the European Parliament to painstakingly monitor events in the region, and regularly insist on respect for rights which the citizens and human rights organisations in the Russian Federation still cannot enjoy on a day-to-day basis despite official rhetoric."@en1
