"Mr President, the best known and most violent conflict in the North Caucasus region was that which began with the First Chechen War. It still continues, although it has spread, in particular to Dagestan and Ingushetia. Without adopting a position on to what extent it is about a war of liberation, a war against terrorism or something else, we cannot deny the fact that there are almost 100 000 internal refugees in the region and a very poor situation with respect to human rights.
