"Question 9 by Silvia-Adriana Ticau () The EU’s new plan for the economy for the next ten years refers to workforce mobility as an essential condition for reducing unemployment. The unemployment rate has risen disturbingly with the crisis, from 6.8% in May 2008 to 10% in July 2010. Meanwhile, according to a Commission survey published on 13 July 2010, 48% of Europeans would be willing to seek employment outside their country or region, rather than remain jobless. In addition, 17% said they expected to work abroad at some time in the future. It should also be remembered that Member States are obliged to give preference to nationals of other Member States over third-country workers. In the light of the above, can the Council state what concrete measures it proposes with a view to the rapid elimination of the barriers now existing to the free movement of workers from those Member States which joined the Union after 1 May 2004?"@en1
