"I would stress the importance of the adoption by the plenary sitting of the European Parliament of this report proposing the introduction of minimum income schemes in all EU Member States, for which I was responsible. It was adopted in this Chamber by 437 votes to 162, with 33 abstentions, and has emerged as a specific measure of the European Year for Combating Poverty and Social Exclusion.
As this report says, ‘introducing minimum income schemes in all EU Member States – consisting of specific measures supporting people (children, adults and the elderly) whose income is insufficient by means of a financial contribution and facilitated access to essential public services – is one of the most effective ways to combat poverty, guarantee an adequate standard of living and foster social integration’.
The adopted resolution argues that minimum income schemes must fix minimum incomes at a level equivalent to at least 60% of median income in the Member State concerned. It urges the Commission to draw up an action plan, designed to accompany the implementation of a European initiative on minimum income in the Member States. It calls attention to the increasing number of working poor and to the need to tackle this new challenge, and it calls for a fair redistribution of income."@en1
