"Almost 300 000 families in Romania receive a guaranteed minimum income from the state, under a law which has already been in force since 2001, and for which a fiscal effort of almost EUR 300 million is made available. Against the backdrop of the current economic crisis, whose impact is especially being felt by citizens from those countries less developed economically, the recommendation made by the European Parliament for a minimum income scheme to be introduced in all Member States provides an obvious solution. Although no one can argue against the need for such a guaranteed minimum income scheme, it may obviously be open to abuse. A good timeframe and control framework for the scheme are required because there is a risk of this scheme encouraging people not to work. Precisely to ensure that this does not happen, it is recommended that anyone receiving this income is also able to provide some hours of work for the benefit of the community. As of the end of 2008, 85 million people were living below the poverty line throughout the EU. These figures highlight the need for support, especially when we are talking about young or elderly people."@en1
