"The Commission is proposing an amendment to Regulation (EC, Euratom) No 1905/2006 in order to finance Bananas Accompanying Measures (BAM) over the years 2010 to 2013, with an overall budget of EUR 190 million. The proposed annual breakdown provides an amount of EUR 75 million in 2010. It is worth noting that the margin available under heading 4 is only EUR 875 530. The most important part of this financial assistance in 2010 comes from a reallocation within heading 4 of the budget, namely EUR 55.8 million from a total of EUR 75 million, which affects instruments and actions that the EU, and Parliament in particular, deem to be of major interest. In addition, the need for financial assistance linked to accompanying measures for the bananas sector was not provided for in adopting the multiannual financial framework (MFF) in force. However, EU financial assistance to ACP banana-supplying countries affected by the Most Favoured Nation (MFN) liberalisation in the framework of the World Trade Organisation (WTO) should not be questioned, and the fiscal effort should not be held up. I therefore agree with the change to the draft amending budget No 3/2010, as proposed by the rapporteur."@en1
