lpv:translated text	"The interinstitutional agreements within the European Union are crucial for effective monitoring, control and balance of powers. Thus, following the necessary adaptations established by the Treaty of Lisbon, I am pleased to see Parliament’s increased powers in its relations with the Commission. As reflected in the report, this means greater and more effective control over the Commission’s proposals, along with greater transparency in the legislative process. This was therefore one more step towards effectively wielded democratic power, and it will contribute to a Europe that is closer to its citizens. In addition, I should not neglect to point out the great powers of negotiation that this proposal required, particularly on the part of the rapporteur, Mr Rangel.
