"Mr President, despite some positive signals, the risk of the crisis worsening has not gone away. The banking system remains unstable and a number of Member States face the threat of government deficits getting out of hand if nothing is done. Therefore, we urgently need an economic union. Mr President, the task force has yet to deliver any concrete results but, as this House’s rapporteur for the Stability and Growth Pact, I would like to tell Commissioner Rehn: we are able to work quickly. I address those words to the Council as well. We are able to work fast, but only on the basis of the Commission’s proposals. Is the Council prepared to accept that? I would also like to sound a note of warning against the change in the treaty which has been requested, because that could be a decoy which will only force us to put off the necessary measures until another day. We must now do everything that is possible under the Treaty of Lisbon. Parliament now has a new colegislative role in the Stability and Growth Pact and it will take full advantage of that role in order to bring about a robust economic union, with a robust Stability and Growth Pact."@en1
